The Joint Tactical Radio System development process is plagued by failure to properly partition the system and a lack of attention to ensuring that the correct skills are applied to each of the problems.

In particular, SDR represents an inflection point in the process of radio design. The transition from RF designers to software people brings different skillsets, different backgrounds and different engineering approaches. In the context of demanding military applications we have to ask, “Is this is a good thing?”
